Implementation of geoinformation systems (GIS) at local administrative level in Rhineland-Palatinate

A wide range of applications for a reasonable use of GIS exists on the level of regional administrative districts, for example real estate management, regional planning, conservation and protection of environment and nature, civil protection, public transport, preservation of historic monuments or waste management.
Motivation: 

As many other investigations, this project proved that 80 percent of all decisions on the communal level have a spatial component. However, means and methods of geoinformatics were applied only sparsely as yet, although increases of efficiency and cost savings are to be expected.

The primary objective of this project is the development of a conceptual model for GIS-implementation at the local authority agencies in Rhineland-Palatinate, as well as verifying it's application in practice.

Activities: 

The institute i3mainz was commissioned by the umbrella institution representing the local authorities in Rhineland-Palatinate to develop a conceptual model. 

Results: 

Pilot unit of the project is the local authority of the rural district of Bernkastel-Wittlich, where the concept was designed for and afterwards is put into practice by implementing a consistent and comprehensive GIS-solution in the institution.

As the concept was designed in close cooperation with specialists from local authorities all over the state of Rhineland Palatinate, it can be regarded as representative for the whole federal state and consequently is transferable to other rural districts, as well.
